Based on a scene form "Maud Pie". It's interesting how her hair "deflated" like on "party of one", but her hair didn't turn completely flat.

I think her hair represents her level of happiness.
In "Party of One" Pinkie's hair went completely straight because she thinks her friends don't like her anymore and doesn't know what to do.
In "Maud Pie" she turns half-straight because she is sad, but there is something in her mind that keeps on trying to make things work. Afterwards, Pinkie turns poofy again and came up with a plan.
My headcanon now.
